Does the safety benefit of nagging people to do something they already know about outweigh the risks of distracting drivers and encouraging them to take pictures?

That looks like a traffic jam, so they may be stopped. Could also be a passenger taking the photo.

But in general you're right - about the distracting nature of over-use of signage in general - and this is why some places are experimenting with reducing or outright eliminating road signage rather than adding more and more. 1, 2, 3.

My only gripe about these

My only gripe about these electronic signs is being stuck in traffic and watching "click it or ticket" flash on the screen constantly for over an hour. It was starting to drive me mad as I was kept captive in traffic, barely moving for a long period of time.

If you can't read signs and drive at the same time ...

I appreciate the signs. The distraction is no more than that of a moving billboard. Much like the standard pre-flight demonstrations on plains about oxygen masks descending, most don't pay attention any more. I was surprised recently on a United (?) flight which used fairly amusing demonstrations of seat back cushions used as flotation devices on the video screen in front of me. And I actually paid attention DOT give me a 6 word chuckle. I may remember it. Happy holidays
