Not J.R.R. Tolkien, the one who actually coined the phrase...but the actress as the character in the film adaptation.

That line is from the movie - not found in any of Tolkien's works. Since he never wrote it, the correct attribution is the actor who said it in the screen adaptation.

I would think the screenwriter deserves a citation too.

Movie quotes are nearly always attributed to the character, or the actor 'as' character. The signwriter did it correctly.

In a more extended work, you would probably note that Galadriel was played by Cate Blanchett, but you would still attribute lines of dialogue to the character - not to Actor As Character, not unless you were making some sort of meta-point about the connection between the actor and the role. In this case, where space is at a premium, they chose the clunkiest (and not terribly accurate) possible way to attribute the quote.

A few ideas
The Big Dig is Khazad-dum where clever minded folks dug too deep and awoke a fearsome, near invincible creature - in this case, cost overruns.
South Brookline is Lothlorien, where a few select people who think they're better than you live amongst the trees while preventing anyone from moving there. The levers of power are very arcane there.
I'd say Roslindale is actually Bree, a slightly backwater place with a diverse population.
The Lars Anderson hockey rink is Weathertop, where the ruins of an older time are the background for a great view.

She is misquoted all over the innernets.

Some of the versions are pretty well mangled, although her own organization, the Institute for Intercultural Studies, couldn't provide a specific source for the quote - even as they embraced it and claimed it as a registered trademark.
I am so sick of misattributed quotes being spread via the internet that these days I do a Google search on pretty much anything I run across that attributes some witty statement to some famous person.
