to rummage around in people's backyards. If you see this in your backyard don't call the police. There would be no probable cause to detain the intruder.

Attempted Breaking and Entering? A felony, arrestable all day and night, even by a private citizen if they can show the suspect "in fact committed" the crime. A "ground ball" as a great Captain taught us in the academy. There must be more to this.

And I'm going to bet Krall saw that man look into the house instead of an actual attempt at a B@E. Just guessing though. There also may have been identification issues from the first time.

Somebody is having fond memories of the time that Newman Flanagan let the BPD do systematic warrantless home invasions on Mission Hill.
A cop just can't have that sort of fun anymore, and it's all Obama's fault!
