The Coast Guard has mace and they're not afraid to use it

NorthEndWaterfront.com reports a local inebriate who was refused entry to the Coast Guard base around midnight tried to fight his way in. A Coast Guard guard subdued him with the help of some pepper spray; he was taken to Mass. General for some pre-booking medical attention.

Does the Coast Guard have powers of arrest in the City of Boston? Do the Boston Police have powers of arrest on Federal property in the City of Boston? I hope someone arrested this nitwit in the night time.
Depends.
Federal Agencies usually have their own police forces who have police powers on federal properties for federal crimes (trespassing on federal property being one of them).
The Boston Police could also make an arrest if they saw a crime happening on federal property (say a man jumped over the fence at a Federal Building or is attempting to break into that building).
But if the Coast Guard police (don't really know what agency they use) saw someone committing a state crime on non federal property, they can't make an arrest. (Although I am not 100% sure if they can make felony arrests, as many of these "officers" aren't federal agents, but police forces, so I'm not 100% sure, and since any citizen can make an "arrest" on a felony, they should be in the clear anyway).

I've been to the Coast Guard base in the North End many times and am almost positive that the guys at the gate are private security, not members of the USCG. In fact, the North End Waterfront piece in the link mentions security.
