Shelby Scott started all this nonsense of windblown newscasters standing outside and holding snowballs, etc. It may not have been her idea, she started out as a legitimate journalist/newscaster, but once they sent her out there for ratings and dramatic effect the genie was out of the bottle and it paved the way (or shoveled the way, as the case may be) for all the junk we see on local news today.
