Maybe we should make getting and keeping a driver's license contingent on being able to actually drive

Have license examiners who don't tell teen drivers that they need to "be more aggressive" and "make people get out of their way because they have a car".

Nonsense. SUV owners must not be punished for destroying life or property. Its in the bible and constitution. This driver will be behind the wheel again within a week, as god and exxon mobil hath foretold.
Absent Driver
Adam, unless that's a fancy new driverless car, the SUV didn't ram itself. Your blurb would be better as "after a driver rammed their SUV". Thank you!
Who is to say
That the driver somehow directed the vehicle into the yard? This could have been a chain reaction thing, or maybe the driver has a medical condition and lost consciousness before the crash. Absent any proof, Adam, who has been writing copy since before most people used the internet, reported properly.
Medical condition
In other words, they didn't look after their health (most cases) and then drove when they shouldn't have.
Vehicles are so dangerous to those who drive them. We shouldn't encourage people to take such risks as sedentary living and driving all the time!
Another, "How did THAT happen?' accident
The SUV appears to have crashed into the fence and house either straight across HP Ave or from the wrong direction. Maybe it was icy and they came down the cross street (Larch Place) and crashed? Mysterious!

Larch Place is a good theory
I don't see people getting any speed coming off that road, but if they put on their brakes and nothing happened, I could see an end like what we see.
Porches have to know that,

Maybe if they were registered and insured cars wouldn't hit them
