I suspect these are representatives of The Rafter. They're wondering if the building will be a suitable roost after the TLF reconquest. Based on the picture I'm guessing they'll turn it down due to poor accessibility.

I hope that this becomes one of our trademarks. The first notation in Fodors or Lonely Planet that recommends of Boston . . And be on the lookout for one of Boston's famed turkeys lackadaisically blocking a busy sidewalk in the historic North End or on the steps of City Hall, will be a watershed event.
