Alot of the back-and-forth and reliance on apps (!!! which never ever understand what a human can) could have been avoided had bilingual or second-language-competent officers been on duty or at the very least had a certified interpreter on call somewhere. It's not like a Spanish-speaking community just appeared out of nowhere.
