A concerned citizen filed a 311 complaint about an overactive writer on a utility box at West and Tremont streets downtown.

There is a city ordinance that mandates property owners remove graffiti within thirty days or face a fine. Naturally this ordinance is ignored by public utility companies and the biggest offender the MBTA .

The first thing that comes to mind is are there any psych majors willing to use this writing as part of their studies? This person could be a case study. .
