I can't tell from this story, but is there any evidence that the driver did this intentionally? If it was an accident, the driver should be fired or supended for not properly checking the bin before shutting the door. But arrested? Seems excessive unless there is evidence she knew what she was doing.

I was on this 1:00 p.m. Peter Pan bus from Port Authority to Boston -- and while it appeared to be unintentional, you're absolutely right that the driver should be suspended/fired for not properly checking the bin before shutting the door.
The young woman asked the bus driver to retrieve something from under the bus while we were stopped in Hartford for a driver change. The driver happily complied, however when the other driver took over, the female operator was in the restroom on the bus. So while it's possible the other driver had no idea to look for the young woman who went to grab something under the bus-- the initial operator who was arrested should've checked to ensure the woman returned....
The young-woman was seated next to another passenger and made conversation with at least one other person. All within her vicinity, including myself, knew that she was missing, but we thought she had just gotten off because when she exited the coach -- she took all of her belongings. Not to mention, the driver who was arrested made a l o n g speech about not getting off the bus during the driver change..... there were a lot of people recording, so I'm certain more details will come out. ..
