Can be cumbersome - that looks like the driver was either not on the road or, more likely, trying to back under that bridge (note the forward roof AC etc. is not damaged).
That first big bump should have been a bit of a warning that maybe this isn't the brightest idea?

You are likely unto something. Underneath the bridge is commonly used for parking vehicles that are transporting passengers who are heading to the adjacent motel. That and parking is tight in Quincy these days - wicked tight.
