Not a complaint about getting test kits out to families - just seeing a likely problem and wondering if anyone is taking preventative measures.
Spikes in COVID numbers have led to increases in the numbers and types of places requiring shots and or tests - travel, places of assembly.
We're coming up to a holiday week or two where people want to go out or away, and need the shots or (last minute) tests.
Test appointments have been getting tougher to get.
We're seeing reports of stores out of stock on home tests.
We're seeing long lines at the neighborhood free distribution sites.

I suppose anything is possible, but yeah this doesn't seem like a high probability event to me. Especially not at the level that would necessitate an increased police presence at T stops. You seem really paranoid.
Our kid just came home with hers. We might end up giving it to a neighbor, depending on availability and need, since we do still have half a 2-test kit.
