Roving UHub photographer Jed Hresko noticed all these birds flocking down to the Costco lot at Gateway Center, no doubt because of the breadcrumbs somebody dumped there (lower left).

Seagulls are rats with wings. They are scavengers. They rarely go hungry.
Yet people continually do this.. Try to feed them. And in fact, bread (or in this case crumbs) are the worst for them. Their bodies aren't made to process bread (most birds can't), and can harm them. Its best to feed them birdseed.
I do not despise people who do this.

Rats are intelligent creatures. Nothing wrong with being compared with a rat.
But it is true that eating too much bread can harm birds. Same as it harms humans. Only with birds it causes malformations of their wing feathers and affects their ability to fly.

Rats are invasive and crowd out natural intelligent fauna like trash bandits and possums. Rats are also eating the eggs of all but the most canny birds.

That seems likely. Although there are people who would just dump a bunch of breadcrumbs in the middle of a parking lot and think that's a good idea, it just seems like an obviously impractical place to feed the birds, while it is a somewhat natural place to accidentally spill food. Although the flip side of it is that it's a weird coincidence to accidentally spill a big pile of food that is commonly fed to birds. But I mean either way, you don't usually see a pile of bread crumbs in the middle of a parking lot, and you kind of have to think about each of the different ways that could happen.

You don't usually see a pile of any food in the middle of the parking lot. But something that attracts a lot of birds is going to get noticed (and in this case, some news coverage) vs, say, someone dropping a container of chicken wings.

My excessive exposure to North Woods Law tells me that bait hunters do this, to lure bears and other game to a place where they can be shot. Not typically in a Costco parking lot, no.

Bread is (mostly) made of seeds. Is the issue that it's 1) wheat, 2) not whole grain bread, 3) baked or otherwise processed, or 4) adulturated with preservatives and other ingredients?

If moldy, bread can be dangerous to birds. Bread gets moldy quickly, and mold can pose a number of health problems for birds. If the chunks of bread are too large, they can actually block the digestive tract. Bread is also more likely to attract raccoons, rats and other unwelcome guests.”

People too. Imagine if your diet only consisted of tasty bread.You ever fill up on bread before dinner because they keep restocking the basket for you? Birds will do the same thing if you let them.

Generally, feeding any wildlife is not good for them nor beneficial to the natural world.
Bird feeders with appropriate feed can be acceptable, but they also can be problematic, especially if not set up, monitored, and maintained properly.
