That's "THX RMV." Like the audio company that did Star Wars, plus the semi-official designation for British ships carrying mail.

I dunno why this car likes Lucasfilm and the British admiralty either, but it makes a hell of a lot more sense than the original interpretation.

The car is in a parallel parking space on Washington St just south of Nubian Square, about to pull away from the curb and exit the space. I was not driving. This might be hard to explain to you, but cars are visible and photographable while driving, while a passenger in a car, while sitting in a stationary car, and even while not in a car at all, such as while walking or while seated nearby.

Seems most likely that there's some kind of optical thing going on with the picture (maybe a license plate cover or something?) than that someone would go to the trouble of photoshopping a picture to...pretend that somewhere out there someone is showing public support for the RMV?

It's an Instagram filter to blur the surroundings, since the composition of the photo was kind of ugh.

Standard issue "Spirit" plates have the month of registration (JAN, FEB, MAR, etc.) in the upper left corner of the plate. Vanity and other special issue plates (such as ham radio operator) always renew in the end of November, so there is no need to include NOV on the plates themselves.

Come on now. I am much worse at photoshopping than this. You veteran UHubbers will remember when Michael Flaherty had a KitchenAid mixer that just didn't go with the colors of his kitchen, and I promptly took care of that.
