Well, I wasn't going to go that paranoid immediately.
My guess, having thought a little more, was that he voluntarily went along to be assessed, wouldn't consent to be admitted, composed himself for whatever superficial exam/evaluation, and not enough evidence (???) to be involuntarily held for observation, so it's just the steps described in the article.

I've seen thousands of people be admitted involuntary for suicidal threats and 90%+ of them are out before 24 hours. Plus this guy was most likely guarded and then arrested right after being released. Then he had 200k bail that was paid if I read that correctly?
