North Shore Accent?

If it works for any accent, I'm gonna go out on a limb here and say it's, appropriately, the North Shore accent. A friend of mine who grew up on the North Shore claims she can't hear, or pronounce, the difference between "here" and "hair", or "beer" and "bear". Which led one time to her husband wondering why she was reading her kids the story of Goldilocks and the 3 Beers.
I live on the North Shore and can definitely hear this, but I'm not sure I've ever heard "prayer" pronounced "preer". I'll ask around.. maybe next time I'm stuck on the Blue Line.
