Anyone who ever had to watch a fire safety video, plus anyone who learned how to start a fire while camping and blew on it, or has a fireplace at home and needs to open the flue? Or potentially anyone who saw or read about a forest fire becoming severe only after the wind picked up? Also all us old folks who saw Backdraft in the theatres :)

Most local FDs have access to a training trailer that they take to end of season soccer celebrations and town day and elementary schools and the like. My kids and their peers were drilled on stuff like "close doors as you leave" for evacuating from a fire situation. They use the trailer thing to help kids rehearse these behaviors.
Then there are those of us who have worked in laboratories - which would be a lot of people around here. Most people working with or around hazardous materials are trained in preventing the spread of fire.
You got your training in the military, but this isn't a rare sort of thing to be trained on.

They were already working on plans to put housing on top... I suspect now that the building has been torched those plans will shift to total new construction, so it's gonna be a while before there's a retail space to take over.

But it's arson. But one question: Why do it at a time, especially summer, where the odds someone would notice, whip out their phone? Not only that, but cams are everywhere in 2024. It's impossible this person was not caught on cam.

It could be both - they hired a guy who looked like the guy who someone somewhere claimed said he was going to torch the place, and used having aggrieved workers as a cover for hiring someone to do the deed in a way that implicated a grudge.
Hiring the space alien to shapeshift into the aggrieved worker's skin was genius!
