Consider the fact that the networks all lost a couple of hours of prime time last night to the President's joint session, and it's understandable that this debate is at 5:00.
Menino is scared that people will see what an arrogant, thin-skinned hack he is. I hear that his minions tried to change the format at the last minute and throw their weight around.
The likely more relevant factor is the campaigns themselves. If reports are correct, it took a lot of effort to get Menino to debate at all. I infer from that that he also had a huge role in determining the terms of the debate. If he didn't want to debate at all, surely he would push for any debate that did happen, and would be televised, to occur at a time when folks won't watch. I forgot to set my Tivo for it, so I won't be watching it either.
Didn't Fox 25 choose to broadcast the enormously important 'Dancing With The Stars' instead of the President's speech on healthcare reform? Not understandable.
