Bloody Christmas: Police search for suspects in stabbings in the Theater District and downtown

Police have released photos of two men the suspect were involved in stabbing a worker at Royale on Tremont Street in the Theater District around 2:10 a.m. on Christmas Day.
The victim was stabbed in the face and wrist.
He was stabbed just a few minutes after another man was stabbed on Court Street at the walkway that leads to City Hall.
A Royale security guard walked the victim over to Tufts Medical Center.
Police responded to the scene a couple minutes after getting a 911 call about five men, one with a knife, fighting outside the club.

Is the photo on the right a mugshot and, if so, shouldn't they already have identified that guy?

Thats what perplexed me about this posting. The ID numbers above the head of the person on the right in the left photo match up with the ID number of the person on the right.
Seems like they should know who this person is.
