The Anchor in the Charlestown Navy Yard reported today it's open, but with limited capacity, following "a targeted vandalism attack" on Dec. 4:
We are disheartened by this act of destruction, which has forced us to cancel all of our holiday events, many of which serve underprivileged local children and are beloved by the Charlestown and Greater Boston community. This includes our annual installation of 175 decorated trees and a large Hanukkah light display.
Police say anybody with information can call detectives at 617-343-4571 or contact the anonymous tip line by calling 800-494-TIPS or by texting TIP to CRIME (27463).

Though, I don’t deny I share your disdain for this fashion faux pas and your envy of cold tolerance.
On second thought, his particular imperviousness to freezing temps is probably fueled by alcohol and drugs and a disordered mind.

Whoever smashed the Navy Yard venue with a paving stone is obviously angry with the world for whatever reason, and had no business taking it out on other people and/or property, and forcing the Navy Yard to cancel holiday events. Vandalism also has a high price, not only to the offender(s) and their victim(s), but to the city, and community, as a whole. If vandals like that are not punished in some way for their actions and behaviors, entire communities will be hurt, in many more ways than one.

From what I can tell, it stared during the 90s grunge era. Shorts for men at any time of year seemed to be a big thing in that world for some reason. It appears to be some kind of statement, but nobody knows what it is. This is the same crowd that wears wool winter hats (often now known as "beanies") all year long, including 85 degree weather in the summer. Hey, whatever floats your boat I guess.

Vastly more likely that someone who is tired of his shit will drop a dime.
If he's local, people will know who he is and the code of silence won't protect him anymore. Chances are someone he has harassed will happily make that call.
