Although we can't see the turkey's "beard" (long hair-like strand that grows from the front of the breast on male turkeys), I think it's a tom turkey because it has a more pronounced "snood" on its forehead. Scroll down on this (bowhunting) site to see a head-to-head comparison of tom vs. hen.
