It's always bugged me more when bus drivers are on their cell phones, especially at rush hour. I was on the 39 recently, and I spent the whole way from Back Bay to JP watching one of the driver's hands gesticulating as she chatted. I assume the other was holding the phone, so I have no idea how she was steering.
