Byline is pretty clearly Noah Bierman, the Globe's transpo reporter. It is, as you suggest, good that Menino is being called out on a lack of action on this.

Finally people are starting to realize how the lack of interest in public transport by Menino is hurting Boston. It is baffling for a mayor who is always trying to paint himself "green" to be so indifferent and sometimes antagonistic towards public transportation. Yes, the MBTA is state run, but Menino makes comments on other state run organizations, and Mayor Curatone in Somerville used a lot of political capital to help push the green line extension there.
Meanwhile here in Boston:
• the E line (also supposedly required under the same agreement as the Somerville Line) is cancelled, with one of the biggest (and most vocal opponents being Menino.
• The silver bus, which could have finally given Roxbury light rail again, was not even on Meninos radar and now is another sloth like bus.
•The other silver bus, at south station, could also have been light rail, making the first rail line in New England to go directly to the terminals. (Now Providence Airport will be that, we are still waiting). The silver waterfront is just another airport shuttle now, and a very slow one.
All these, not to mention many other communities in Boston that are much less served by rail than the burbs, are not being represented by Menino. He gets chauffered around in a big old SUV, but I do not understand why he is so against Boston getting expanded public transport. His nickle and dime 'greening' are nothing compared to the pollution reduction that could result if he pushed the state to give Boston the kind of public transit the suburbs, and increasingly many other cities, get.
If you take the T, you have NO business voting for Menino.
One doesn't have to live right in Boston to realize this
