It's not like everything has remained the same except for the addition of the runway. From reading the Globe article, I have no idea what causes the delays at Logan, or how the new runway affects scheduling. I do know that the people in East Boston didn't want the new runway, and they didn't give a damn whether it would help on-time performace or not. I don't go to NIMBYs for objective analysis.
It was meant to reduce delays when the wind blew NW, because (I believe) that wind direction limited them to one runway. If we're going to compare stats, let's compare the correct stats.
Now, for all I know, delays have increased even when the wind blew NW.... ;-)
