It's been a few years since my last visit, but I remember enjoying the Dim Sum offering at House of Chang in Cambridge. It's located between Harvard and Fresh Pond directly on Concord Ave.
Jumbo in newton is AWFUL. Unless they changed the chef in the last 2 years, it was not very good at all - the regular stuff you'd expect but bland, soggy or not tasting right
Shanghai Gate is an awesome restaurant and the dim sum is actually more of a Shanghaiese brunch, so you aren't going to get egg tarts or the same sort of buns you'd expect - it is pretty great but just setting expectations.
New China Pearl in Woburn is your best bet since management changed.
China Pearl in Quincy is hit or miss - I think it is inconsistent across the board. How the Hell can you not have egg tarts or char siu bao on a Sunday?
Dim Sum is specific to Chinese Cantonese - so really, anything else is just Chinese brunch if you're not in a Cantonese place. That being said, it really depends what you are looking for. Taiwanese places have things that may not be big for some people, like salted duck embyro salad - to each their own.
Green tea lost my vote since they took away the touch in the pupu platter.
Yangtze River in Lexington has all-you-can-eat dim sum on the weekend. There are carts and also a buffet with some dim-sum items and some non-dim-sum regular dishes.
I highly recommend Grand Chinatown on Billings Rd in Quincy over the China Pearl, if you don't mind waiting a bit longer. The food at Grand Chinatown is much more consistent, probably because China Pearl in Quincy is humongous.

I've sampled the dim sum at New China Pearl in Woburn on a weekday, can't recommend it; it may be better on weekends when it is served at volume.

I second Chau Chow in Dorchester. In addition to the dim sum being good, they have a parking lot.
Sometimes even attendants in the lot
Some days when they are packed (e.g. mother's day, Chinese New Year) they have attendants directing the parking in the lot and on the street nearby.
