The City Council approved a measure by at-large Councilor Steve Murphy to hold a hearing on a proposed state law that would let Boston police officers respond to calls in what has become one of Boston's fastest growing neighborhoods. H.2107, sponsored by state Rep. Nick Collins (D-South Boston), would give Boston Police joint jurisdiction in the area. Read more.

State Police report:

On Tuesday, the State Police placed the trooper depicted in the video on restricted duty pending completion of a department investigation. The name of the trooper is not being released while the internal investigation is underway.

State Police advise:

The Massachusetts State Police will conduct a tactical response drill this Saturday, Nov. 29, at the State House in Boston, from the hours of 7 a.m. to 3 p.m. Any passersby who observe a large volume of troopers and police vehicles around the State House and on Beacon Street should be advised that this activity is a training drill and there is no reason for alarm. The drill is not open to the media or public.

State Police report troopers patrolling the lower level of Terminal C around 1 p.m. were approached by concerned citizens who'd just spotted a man drive up to a curbside trash can, put two containers in it and then drive away.

State Police Troopers and [bomb squad] technicians immediately responded, recovered two small containers from a trash can and secured and removed them from the area. The State Police continue to investigate the incident, but after speaking with the suspect do not believe there was any malicious or criminal intent, or that there was ever any threat to public safety.

UPDATE: Judge Benjamin Barnes ordered D'Amato released on personal recognizance when he's well enough to get out of Mass. General, where he's being treated for his injuries, the DA's office reports. The judge banned him from driving, however. Both his alleged victims are now out of the hospital.

State Police have charged one of their own for a crash this morning on Rte. 1 that sent a cruiser occupied by a State Trooper into the car he had stopped for motor-vehicle violations.

Trooper Nearly Struck in O'Neil Tunnel

State Police have released this video of an out-of-control car nearly plowing into Trooper Jay Clement, sitting in a cruiser inside an O'Neill Tunnel work zone:

Trooper Clement noticed this vehicle at the last moment. Miraculously the operator of the small black car turned at the last moment, missing Trooper Clement, by only inches. The small black car was sliding out of control when he passes Trooper Clement. Subsequently, Trooper Clement stopped the motor vehicle. The operator was not impaired.

Shortly after 2 a.m. near the Meadow Glen Mall, Stanley Staco reports. The officer opened fire after "becoming scared for his life," Jessica Reyes at WFXT tweets. Arthur Burns at WHDH reports Rte. 16 is shut between Mystic Avenue and Wellington Circle and that the ramp from 93 to 16 is closed; State Police warn commuters to seek alternate routes.

Newly elected state Sen. Linda Dorcena Forry says she'll continue predecessor Jack Hart's effort to give Boston Police the right to patrol land along the South Boston waterfront owned by Massport.

Her vow comes after the Herald reported State Police, who now have sole jurisdiction over the land, sat on information about a woman being picked up by a gypsy cab driver who then drove her to Newton and raped her, because of an ongoing spat with BPD over South Boston waterfront jursidiction.

WBZ reports a state trooper with an annual salary upwards of $200,000 parked his camper on some waterfront Massport land (leased from the city) and set up housekeeping there. Story includes choice quotes from City Council President Steve Murphy on how this guy is worse than participants in Occupy Boston on the Greenway last year.

State Police announced today they've terminated Adam Paicos, a trooper caught off duty driving the wrong way on Memorial Drive in April. In a statement, State Police add:

On a date in May, Paicos was observed by a senior command officer engaged in further conduct unbecoming a state trooper, also while off-duty. Paicos was still on probationary employment status when the incidents occurred. The internal investigation into the Memorial Drive incident is ongoing.

State Police report the passing of retired Trooper Dick Clemens, who was the model for the state trooper in Rockwell's famous painting "The Runaway."

The photo above shows him in 2008 - the 50th anniversary of the painting - at State Police headquarters in Framingham with Ed Locke, who posed as the boy.

Trooper Clemens greeted everyone in his humble way, with a constant smile, a firm hand shake and a warm hello. He was 84.

Channel 4 reports on the federal charges against John Analetto, who allegedly threatened to kill his bookmaking partner, which turned out to be a mistake since the guy was actually an FBI informant.

A State Police captain will likely be suspended today over a Saturday incident in which he allegedly refused to stop for Saugus Police investigating an activated residential burglar alarm, State Police say, adding he may have been drunk at the time.

Thomas McCarthy, 47, had his cruiser and gun seized pending a hearing today on his duty status, State Police say in a statement. McCarthy was commander of Troop C, which covers central Massachusetts.
