A developer that won approval in 2016 for a 36-unit condo building with 33 parking spaces at 151 Liverpool St. in East Boston says it's still chugging along on the project but that it wants to reduce the amount of parking to just 13 ground-floor spaces - by eliminating a proposed one-level basement garage with an expensive "vehicle elevator." The Boston Licensing Board tomorrow decides whether to grant a food-serving licensing to Holly Mulone for her proposed Painted Plover Provisions, which would serve "fresh sodas and seltzers," made to order with fresh fruits and herbs, as well as offering up salads and gelato, and sell hand-made gifts and other items from across New England at 152-154 Liverpool St. in East Boston. Even in overheated Boston, not every development project approved by the city gets built: A developer who won BRA approval for a 24-unit apartment building at 151 Liverpool St. in 2015 never started work and then sold the building to another developer - which is now back before the BRA with a proposal for a 36-unit building that might contain condos instead of apartments.
