talking to strangers like neighbors is scary and requires social skills and empathy. What if I say something wrong or they aren't members of my socioeconomic class, then what? Citizen's Connect is more anonymous and passive aggressive, with the added bonus you can use it from a phone. Once all the old farts and yokels die off, we won't have to deal with this being sociable and friendly with neighbors BS anymore.

This looks like its purpose is to either keep people out of a construction area, or off an uneven brick surface that needs repointing. Anyone know which?

It's some sort of anti-terror "barricade" to keep people a certain distance from the building.
Because as we learned last year, terrorists are easily deterred by metal police barricades and never, ever throw bombs.

USS Constitution/Charlestown Navy Yard

The Navy is famous for blocking the views of the Constitution with a large crane or huge pay loader. No one is using either one of them. I know I am a fool and did not know people travel from around the world to take a photo of the Constitution AND a large crane.
It is hard to figure the mentality of the Navy people there. They do their best to keep the movement of the Constitution into the harbor a big secret until that morning. I think most of them are morons. I have a brother in the Navy so I know about such matters.

They appeared one winter to prevent people from getting hit by snow and ice falling off the roof. It's like Christmas lights, if they're still up on July 4th just leave them up.

Maybe I'm wrong, but I seem to recall that these barriers were placed there a few years ago at the personal request of Mayor Menino, who was upset about street performers or something like that. Now that we have a new Mayor, maybe it's time to revisit that decision.

More recently, though, they used the barriers when they were doing some renovation/archaeological work around the building.

I think all of these guesses are wrong. Having visited the area on multiple July Fourth's, I can say with a reasonable amount of certainty that these barriers are meant for crowd control when the Massachusetts Ancient and Honorable Artillery Company and their marching band make their annual march from the Old State House to Faneuil Hall's Great Chamber after reciting the Declaration of Independence. I think these barriers are only meant for that one event - if they have been there a while it must be some other reason.

because of expected rain? As it turns out, the rain didn't come until after 1 pm, but the city didn't know that when they announced cancellation of the parade and outdoor Declaration reading.

You say everyone guessing is wrong because the barriers are there for only one reason.....but then you say if they've been there for a while, it must be for some other reason. Maybe it's for one of the reasons people suggested!
