SInce when did the Housing Police
have the authority to investigate traffic accidents?
For that matter, why do we persist with this wasteful and bureaucratic nonsense of special police departments for every City agency?

They don't . They most likely passed by and saw it before BPD got there . They are probably being helpful with traffic until BPD gets there .

Understaffed in the first place and recently endured some serious cuts to their department.
Remember...none of these people are human. No story, no family....

Aren't Boston Housing Authority Police officers Special Boston Police Officers/Deputy Suffolk County Sheriffs, giving them jurisdiction anywhere in the city, or county for that matter?

No their jurisdiction is limited to specific public housing projects . They also do not have the ability to make motor vehicle stops ( ch 90 powers ). Same idea as campus officers.

Many campus officers are actually full fledged police officers - they can arrest you and everything. BU, Northeastern and MIT, for example.
