They don't . They most likely passed by and saw it before BPD got there . They are probably being helpful with traffic until BPD gets there .

Understaffed in the first place and recently endured some serious cuts to their department.

Aren't Boston Housing Authority Police officers Special Boston Police Officers/Deputy Suffolk County Sheriffs, giving them jurisdiction anywhere in the city, or county for that matter?

No their jurisdiction is limited to specific public housing projects . They also do not have the ability to make motor vehicle stops ( ch 90 powers ). Same idea as campus officers.

Many campus officers are actually full fledged police officers - they can arrest you and everything. BU, Northeastern and MIT, for example.
