Transformer fire in Downtown Crossing highrise

Firefighters raced to 3 Summer St., across from Macy's, around 7:30 a.m. for a transformer fire on the 21st floor.

UPDATE: By 7:45 a.m., firefighters were starting to leave after the fire was put out and smoke dissipated. A city electrical inspector and an NStar technician were on their way up.

I recall some similar, other electrical fire in either 1 Boston or 1 Beacon [or both].
Is there a reason they put transformers [notoriously volatile things] up so high in those buildings as opposed to on a lower service level?
