Sounds like they were crazy, what with the cement in the drains............i would assume so, but there is also the fact that is was vacant for a while, so was the explosive device already planted when the cemented drains were noticed? the police had been there a week earlier to investigate that.

The electrician noticed that the drywall had been disturbed, as had a ceiling, and wires lead into that space. Inside was where someone set them up the bomb.
I suspect the red splotches were outside on the roof over the rafters where the multigallon tank of gasoline bomb had been placed.
