T cops looking for self-groping Red Line rider

Transit Police report they are looking for this guy for an alleged case of pud pulling directed at two women on the Red Line at Harvard on Jan. 27.
If he looks familiar, contact detectives at 617-222-1050 or send an anonymous tip to 873873.
If caught, he'll face a charge of lewd and lascivious behavior, Transit Police say.

How do you prove something like this and make sure its not just he-said, she-said? I assume the guy is actually guilty of the accusations, but how can the women prove it if there's no cameras or other witnesses? Guys like this tend to be serial offenders, so how do we make sure he doesn't strike again?

If what he's doing in the pic is all that occurred,
I would not consider that an arrestable (sic?) offense. Any half way decent lawyer could get a charge dismissed immediately. There's multiple reasons, non-sexual in nature, that a guy may have his hand on his crotch. I assume there's video, otherwise, imho, it is a he said, she said. I understand the law may say something different.

Right in front of me! Maybe it was an invitation; maybe it was his just being clueless. Either way It is gross. But should a guy rubbing his crotch amount to criminal conduct? I see men adjust or just squeeze their crotches seemingly unaware or just not caring. None of them would I invite to a dinner party. But I see it as poor socialization. There is plenty of poor socialization. Folks who talk loudly on their phones, play videos on the phones that everyone is forced to hear. To me those behaviors are considerably more annoying than a man groping himself.
A man groping himself is gross. But illegal behavior? Perhaps it needs to be since for the most part we have abrogated responsibility for policing each other. Granted some folks can not be policed by peers: gangbangers for instance. But a guy who is groping himself? Wouldn't shaming and laughing at him be a less expensive and possibly more efficient way of getting the guy to just stop?
But since being in one's own headspace (especially when zoned out on video games, etc.) perhaps this is the only way to deal with bothersome behavior.
