A concerned citizen filed a 311 complaint about an overactive writer on a utility box at West and Tremont streets downtown.

City Ordinance
There is a city ordinance that mandates property owners remove graffiti within thirty days or face a fine. Naturally this ordinance is ignored by public utility companies and the biggest offender the MBTA .
I would bet
the city ordinance doesn't have jurisdiction over the MBTA.
Utilities is another matter, of course.
