In this case, the subject is changed from [gender-affirming care] to alleged "threats" and "terrorism." We don't know anything about how many threats there were, the nature of those threats, or how credible they were. So, a good job changing the subject.

Bomb threats with a burner or from one of the few pay phones are a low-risk enterprise. However, if publicized, they can be used to blame opposing participants in political discourse.
