Boston firefighters responded to the Common shortly after 2:20 p.m. for a flaming hot-dog stand on the main path near the baseball field. Firefighters quickly doused the fire.
No reports of injuries, no tallies of burnt wieners.

I mean they should be insured. Esp for things like this. We don't know what happened yet but if it is not malicious (i.e. tampering), it could be something like faulty burner or something to do with the propane tank connection. You'd want insurance for that so you could rebuild.
You'd also want liability insurance in case you sold a hot dog that had listeria or something in it. Or some child accidently stuck his hand on the grill and burned themselves.
I'd be surprised if the owner did not have insurance. Lots can go wrong and insurance helps you rebuild your business faster (and protect yourself from some liability if someone gets hurt)
(I also think it may be required for a city permit to operate one of these too)
Now of course, some people let their insurance lapse because it adds to the cost of running a business (esp one like this that has a narrow profit margin).

Are hot dog carts generally individually owned by the guy selling the hot dogs? Or is there an underground Boston hot dog king who controls them all?

I actually don't know how likely it is that this person had damage/loss insurance on their cart. Taking a look online, it seems a new cart might cost $4,000+. Seems like something worth insuring, although people make their own risk decisions and... sometimes make those decisions in very different ways than I would.
I guess what I really meant was "I hope they can afford another one".
