Try some different blogspot URLs and see if blogspot is blocked, then see if are all "gay" sites blocked, etc. Try GLSEN or LOGO or LGBT health coalition or something to see if more straight-laced (pun intended) GLBT sites are blocked.
If they're blocking personal blogs, that seems basically appropriate. If they're blocking GLBT sites, that's particularly problematic at a healthcare institution where providers are hopefully educating themselves on the cultures they serve.
...although interestingly, it's not actually mentioned under the acceptable use policy, but rather under the section regarding quick facts for laptop use. more likely than not this one is getting filtered for excessive nudity. there's a lot of hot naked guys on that blog.

I just amazed that one of 5 people who still watch local network news was sentient enough to catch this gaffe. Seriously? Who but shut-ins and inmates watches local news broadcasts anymore?
