The city is recruiting volunteers to deliberately interact with city agencies and then report back on the level of service they got. Volunteers will try everything from obtaining a residential parking sticker to signing up for a library card to submitting an information request at 311.

I'd love to see a secret shopper try to get an unrestricted LTC-A from the Somerville PD. Especially if the "shopper" isn't white. I'm sure they'll find it's a fair, speedy, and inexpensive process.

1)Virtually nobody in Somerville needs a concealed-carry permit. Those who do probably don't have any problem getting one. Now, if a non-white bank security guard with no criminal record or mental health issues who lives in somerville can't get an LTC-B...yeah, then there's a problem.
2)Absolutely nobody needs a high-capacity concealed-carry, which is what an LTC-A is. You have the right to appeal it to a district court, and have a whole lot of shits and giggles explaining to the judge why you need the ability to carry not just a shotgun but a high capacity one...or a concealed high-capacity handgun. The judge is going to ask you for some sort of reason why, and when you say "oh, just because", you'll be out on the street free to meet a friend for coffee in no time.
What you proposed is kind of like the difference between going for a restaurant license, versus one in the middle of a neighborhood, with a 2AM closing time, and oh-by-the-way a hard liquor license for the bar.

Oh I fully agree that nobody should need a licence to carry a gun, but the state still requires that you get one if you want to carry legally.

Putting the statist concept of deciding whether somebody "needs" one aside, my point was that the application process is expensive, complicated to the point of being baffling, needlessly slow, and wide open to discriminatory practices.

Freedom of the press != freedom to publish anything, anytime, anywhere. Libel and slander being the most ready examples, but also copyright.
Right to bear arms != freedom to carry any weapon, any time, anywhere, anyhow.
You don't need a LTC to keep a gun in your home, put it in your car and take it to go hunting in NH or to the local range, etc. For that, a FIC and permit are okey-dokey.
