If Citizen's Connect gets several reports, over time, at the same location, the city might put a trash can there. Without the data that trash is often left there, they have no way of knowing it's an issue.
This used to be the standard trash disposal method around here.
The lack of actual garbage cans didn't help, but I find it interesting this is now worth a photo and complaint. The whole city used to look like this all the time.
