What this state really needs is

a ballot question that, if passed, would a) transfer the authority to designate "official state (add anything here)" from the Legislature to the Office of Travel and Tourism, b) would transfer the authority to designate special license plate series for charities and the like from the Legislature to the RMV, and c) would transfer the authority to designate bridges, highways, and the like as "XYZ memorial" from the Legislature to MassDOT.
There should also be a ballot question that, if passed, would amend the State Constitution to declare any legislation that begins with the phrase "Notwithstanding any general or special law, rule, or regulation to the contrary (which is politician's code for - we want to bypass established law to grant special favors)" as illegal. If a lawmaker feels an exception to existing law is important enough, then they should be required to research which laws they are circumventing AND explain why those laws should be circumvented.
And, while I'm dreaming, I'd like a pony.

These are the important decisions we elected our representatives to preside over. I don't want to put the power to declare Fluff as our state sandwich in the hands of an amateur! In fact, it's tough choices like this that leads me to believe that our Reps also deserve a pay raise, maybe 30-40% to start. Who's with me???

If the legislature was not addressing the crucial Fluffernutter and State Song questions, they'd be wasting their time on useless pastimes like setting a coherent energy policy or funding upgrades to public transit. Where would we be then?

... accidentally kiled Staten Island's famed ground hog -- by dropping him (after which the poor critter died of internal injuries). So no mayoral groundhog handling unless Mayor Walsh goes through an appropriate training and certification program -- as we would not want to be similarly embarrassed by mayoral misfeasance.

RoadRunner, Fluff, and the indexed gas tax

It's all coming clear now. They recently passed legislation to index the gas tax, automatically every year, to inflation. Without a vote, just an automatic increase, annually.
The cynics out there thought that they were trying to avoid the responsibility of actually taking a public vote on a tax increase. Now we know that they were simply clearing their calendar for the more important legislative questions on the table.

If they open the dispensaries then there will be less impetus to legalize it when it's put on the ballot.
The longer they stall, the more people will be pissed off that they aren't paying attention to our demands and we instead force their hand by legalization.
