Or something like that - I registered the diesel rabbit in MA for far less than my BIL (who I bought it from) had to spend to register it in NH. He was also keen to get his plate back and turn it in as soon as possible so he could get a rebate. That was in 1986, however.

Look, I pay taxes. If I owned a car, I'd register it in MA, even though I could register it at my father's house in New Hampshire and pay 1/4th of the money in car insurance and taxes.

Nonresident Student – A nonresident enrolled as a student at a school or college in Massachusetts who attends school during any period from September 1st of any year to August 31st of the following year and who has a temporary residential address in Massachusetts while attending such school.
Military Personnel – A person who is an active duty member of the armed forces of the United States whose permanent home is in another state, who is assigned to a base or facility in Massachusetts, and who has a temporary residential address in Massachusetts.
Students can keep out of state tags so long as they are enrolled full time. Military personnel can also keep out of state tags if they are consistent with their Home of Record.
So, there may have been an investigation, but if your neighbor fit into one of these categories, they are legal - whether you like it or not. Check the RMV website for details.
The state claims 1 in 8 Mass residents on some sort of public assistance (by DTA). I think that's more opportunities for investigation than those who might register a vehicle in NH to avoid the sales tax.

It matters because a truck that is not licensed where it operates and is garaged is a truck that is getting the benefits of MA economic activity, causing wear and tear to MA roads, and not paying its fair share of the expenses for these things.
It also matters if said truck runs into your car or your bicycle or your person, or your house or other property, as their insurance company may decide to not pay for your injuries and damages due to the fraud angle. They may also not have enough insurance, or other fun stuff like that, because they are not insured for the environment in which they are operating.

The coverage territory on all US insurance policies is the US, Canada, Puerto Rico and US territories. The only issue that would arise would be the limits on the other parties policy. For example, i believe FL only requires you to have $10,000 of liability.
If someone from FL rear-ended your new MB S550, that probably wouldn't cover the cost. However, in MA we all have Uninsured & Underinsured coverage on our own policy to cover us from out of state drivers, illegal-aliens and the uninsured.
All the laws are the same, just some state have lax insurance limit/coverage requirements. And if fraud was an issue, you insurer would cover you and surrogate against the 3rd party.

It matters because a truck that is not licensed where it operates and is garaged is a truck that is getting the benefits of MA economic activity, causing wear and tear to MA roads, and not paying its fair share of the expenses for these things.
It also matters if said truck runs into your car or your bicycle or your person, or your house or other property, as their insurance company may decide to not pay for your injuries and damages due to the fraud angle. They may also not have enough insurance, or other fun stuff like that, because they are not insured for the environment in which they are operating.

I'm pretty sure that liability insurance always has to pay, and it's just collision and comprehensive claims that can be denied for fraud.

But if you are insured elsewhere and the rules are different, how do you fix that? Get a lien on a house after a court battle?

The coverage territory on all US insurance policies is the US, Canada, Puerto Rico and US territories. The only issue that would arise would be the limits on the other parties policy. For example, i believe FL only requires you to have $10,000 of liability.
If someone from FL rear-ended your new MB S550, that probably wouldn't cover the cost. However, in MA we all have Uninsured & Underinsured coverage on our own policy to cover us from out of state drivers, illegal-aliens and the uninsured.
All the laws are the same, just some state have lax insurance limit/coverage requirements. And if fraud was an issue, you insurer would cover you and surrogate against the 3rd party.

Many commercial vehicles that operate in multiple states have apportioned license plates. They pay road and fuel tax in each state they operate in.
Could be a NH company bought a used truck and didn't change the lettering.
Could be, why do you all care so much?? If its a big deal, the cops will figure it out soon enough.
