Transit Police report members of the Special Crimes Unit last night arrested Philip Urban, 50, of Malden on a charge of being stupid enough to get a blow job on the outbound Orange Line platform at State Street last Friday.
He's scheduled for arraignment today in Boston Municipal Court; technically, the charge is open and gross lewdness. No word on the hunt for the woman seen ministering to him.
Innocent, etc.

You wouldn't know either way.
If its his first time, its probably a level 1, which the general public wouldn't know about. And he is going to have the charge of "open and gross lewdness" on his record either way. Its kind of the same thing.
But what if this is the 5th time he has been arrested for this? Or what if on another occasion, he sexually assaulted or raped a woman?
If its the latter, then this act should be taken more seriously. If it is an isolated incident then nothing much should or probably will happen.

It's impressive they managed to catch the guy and it's not like they used maintenance money to do so but this is pretty minor in scope of "problems that need fixing" with the T. The story yesterday about the refurbished Type 7 green line cars making it out into service is the more important story.
Somebody did their job
Wouldn't you say there is a slight difference in the scope of those issues? The T's financial issues are long-term strategic issues. T station misdeeds are day-to-day issues.
Someone did their job at the T. They caught a guy we'd rather have not doing his stuff on T platforms. Lets take the little victories when we can.

I noted that no, this has no impact on important stuff like maintenance.
This story has gotten a lot of press but it's small potatoes regarding more serious crime on the T (theft, violence, graffiti, etc) and of course ongoing maintenance. I do think it's impressive they caught the guy. But if the T police decided to put a few detectives on this case instead of crimes that have an actual victim then it's questionable use of resources.
If they caught the guy in the act, sure, book him. Otherwise go after the fare evaders, the taggers, the thieves. This guy might be grossed out a bystander but that's about it.

And did you even consider that the 'grossed-out bystander' might be a child? I'm not puritanical by any means, but public displays of explicit sexuality are really not good for kids.

I've seen a lot of icky stuff in T stations
and in closed commercial building entryways on club nights.
I'm actually bothered more by the public urination in T stations and on the street, than I am by inappropriate PDA.
The possible BJ, if that's what was actually going on, rates a disapproving glare. Maybe some official tell them to wait until they get home.

Assuming the sex was consensual, no one was really harmed here. Offended? Sure. Harmed or victimized? No. Yes, "What about the kids?" is a legitimate question here, but I think a casual, accidental glimpse of two humans having consensual sex is far from the worst or most traumatic thing a kid could witness. (How many kids have committed an "oops" by walking in on their parents? Happened fairly often to my friends when we were all kids.)
No, I don't mean to say that this is okay. Yes, it's a stupid thing to do, has a fairly large potential for offending people, and it's not something that the average person wants to witness happening in a public place. The appropriate sentence for a first offense would be a fine and having to listen to a lecture from a judge about not doing stupid stuff. Not a felony conviction and lifetime sex-offender status.
Had there been a police officer who had stumbled onto the scene, or who had been called and who had arrived while the couple were still in flagrante, it would certainly be an arrestable offense. But I don't see why the expenditure of effort after the fact. This isn't on the same level as a mugging.
The T, and/or the transit police, seem to put an awful lot of effort into catching and prosecuting people who do things that aren't directly harmful, or are at worst, "No harm, no foul," but that embarrass the T in some way. (Such as the platform flipper guy and the teenaged train surfers on the Orange Line.)
How do you know how much effort they put into this?
Going to a few stores for cameras and then making up a flyer should take about 1 hour of time for one detective. Maybe 2 or 3 hours if there was a problem with getting the footage or they had to watch hours of film to narrow down the time frame.
As for the charge, if someone saw skin ( an erect penis going into someones mouth), it makes it a felony. If it was just this photo, I'm going to say all you have is the Lewd and Lascivious conduct (which is pretty much a very minor misdemeanor)
Faulty Filter
Someone whose executive filter doesn't screen out "let's do it right here in public" is someone who probably doesn't make great decisions in general. The teenaged surfers' brains haven't finished developing.
If they drink too much to hear the executive filter, maybe this is the wake up call to get some help. Which is an excellent outcome before a stupid decision gets some one killed.

Because he decided to commit his lewd act in very public place. If he were so concerned with anonymity, then maybe they should have gone to a more private area.
Charged /= convicted
We don't know that. What we know is that the MBTA police claim that he is the guy in the picture (which he might or might not be), and that the guy in the picture sort of looks like he was actually participating in a sex act (which might or might actually have been the case.)
I'm all for a healthy dose of public humiliation once the facts are known, but not before.

There's film showing him coming out of a CVS - maybe getting his Viagra for the anticipated BJ? Also, I wish the police were as vigilant at catching serious criminals than some guy taking care of business, I admit maybe he should have been more discrete but when a woman is ready she's ready and a guy will usually never argue from my experience, anyway.
