The Answer
Thanks for playing, folks! This photo was taken at the Dover Street Bathhouse in 1899 and is in the 1899 Bath Department report. The caption says, "Saturday Morning at the Dover Street Bath." We don't know precisely what's happening here, but its likely that these children are waiting to be admitted to the baths. The baths included "gymnastic apparatus," a handball court, and a running-track, in addition to bathing facilities. Two days a week, the entire building was reserved for exclusive use by women and girls.

We all know about L Street, but who knew theses things were all over the city back in the day?
