But fortunately, it happened in the middle of a light traffic day, like around 2 p.m. and they began functioning again after about 20 minutes.

Usually when the lights are out, you get where you're going a lot quicker. Just like on Sundays, when most parking regulations are relaxed, you can always find a spot.
