State Police: Park ranger used tiny camera to video women in employee restroom at Houghton's Pond
It was a flashing green light, State Police say, that made a female DCR worker at Houghton's Pond in Milton realize somebody was videoing her - by way of a small pen camera.
State Police report arresting Raymond McKinnon, 30, of Hyde Park, on multiple charges of secretly electronically videotaping, photographing, or surveilling persons in a state of partial nudity, and possession of and placing a device to violate wiretap laws.
McKinnon writes he has been a DCR park ranger since 2004 - and also a volunteer who helps oversee trail maintenance in the reservation.
State Police say they began an investigation on June 30, after a DCR employee using the bathroom at the pond - part of the Blue Hills Reservation - "noticed the pen, with a small green light flashing, in the bathroom, positioned in the area of stacked milk crates containing supplies."
After reviewing images captured on the pen and conducting interviews and additional investigative measures, troopers established probable cause to suspect McKinnon as the person responsible for placing the camera in the bathroom.
McKinnon was arrested at his home around 4:25 p.m. on Saturday, State Police say. He was held in lieu of $50,000 cash bail and is expected to be arraigned today in the Quincy District Court, State Police say.

Do DCR rangers have powers of arrest
I know they have horses, boats and other toys but do they carry weapons and have the right to ticket and arrest you?
no only city of boston park
no only city of boston park rangers have 400A arrest powers. Not that they ever use em though. Nice one DCR HR , houghtons pond is a mess
It depends
Interpretive rangers do not, they are your history, nature, tour guide, etc rangers and have no law enforcement role, beyond being an extra set of eyes on a facility. Enforcement rangers do, but use the power very sparingly, if at all; usually using education as a tool before even writing a ticket. I was an interpretive ranger for DEM (one of the precursors to the DCR) many years ago, my boss, who supervised several parks in our region, as a Park Supervisor was by default an enforcement ranger and explained that the vast majority of violations were not malicious and that education works very well in correcting people of violations (at the time, the DEM's Division of Forests and Parks used many standards established by the National Park Service for interpretive and enforcement training). The protocol for the more serious situations was to call the Environmental Police or the State Police, and wait for them, and only use their enforcement authority as a last resort.
Maybe during MDC days, but
Maybe during MDC days, but DCR rangers for a fact dont have arrest powers, staties would scoff at the idea.
