They're always from the city's 311 database, so the original complainer did call (or use the app to contact) 311.

Thanks, Adam. But was this called in as a noise complaint? Or an animal abuse complaint? The city's response might be different depending on how the caller categorized it.

The resident or city categorized this 311 ticket as a rodent sighting, leading it to be dispatched to Animal Control. Creative categorization here to get to the right department, hilarious!
