Maybe because the story sounds fishy? Two young men his a woman over the head with a tree branch, and then run away? Because....? When a story doesn't make sense, a sensible person will assume that other information is required to make sense of it.

If this is a result of a language barrier, as stated, perhaps the police department needs to hire some interpreters 'cause boy, they were so far off the mark.
I would think interpreting the words "a branch fell on my head to mean two white guys, one in cargo shorts, assaulted me with a tree branch" by someone who is not a native English speaker to be a problem. What happens when the next instance of not a native speaker tries to communicate what happened to him/her?
I kind of get it. The branch came down. A few guys took it off of her. When she tried to explain it to the cops it sounded like the guys were on the first part of the story rather than the second part. Honest mistake.
Two pure white guys attacked each other on the Common with wooden stakes and one was dressed in cargo pants.
Except I'm guessing they weren't so pure. And they weren't on the Common. No idea if they were white, not positive the stakes were wooden, and I have no idea if one was wearing cargo pants. And they attacked each other, not a woman. But other than that, yeah, exactly the same!

and thinking that above all else, it was really freakin weird to hear of two people attacking anybody at all with a tree branch and then running away
