Look at the 311 ticket.
Nobody's demanding a response; they're pointing out that there's a broom in the tree. Part of what the Parks department does is clean up trash, maintain and prune trees, care for plantings, etc. Pulling a broom down from a tree seems to be squarely within their bailiwick. This ticket reminds them that next time they're out in that neighborhood with a bucket truck, they might grab that broom while they're there.
Isn't this exactly what the 311 system is supposed to be for?

And if you call the highway department or the state police and let them know, they don't accuse you of abusing the reporting system, they thank you for taking the time to call it in, note the location, and let the crew responsible for maintaining that stretch of highway know to pick it up.

Yet another silly-ass abuse of the 311 system.
I just looked at the current (Sunday) postings on the 311 app and you can clearly see one yahoo that walked down Mass Ave and complained about every nit that could be picked. Some valid, some not.
Remarkable.

311 isn't for immediate life-threatening emergencies, it's for stuff that needs fixing -- burned out streetlights, graffiti, spilled trash, sick trees that need care, potholes, missing signs, etc. Triaging reports and sorting them into " needs fixing now -- needs a truck roll," "needs fixing sooner or later -- get to it on next scheduled service that area," and "wontfix" is exactly what the system is designed to do, and it's entirely capable of that.
