Any sufficiently large organization is going to have some bad actors in its midst. Organizations are supposed to discover the bad actors and expel them. Some do it better and faster than others.
If I recall correctly, one of the conclusions of the Catholic church pedophilia scandals was that the incidence of pedophilia among priests probably wasn't any higher than among the population at large; the scandal was the degree to which the organization failed to deal with it; actively shielding and enabling, rather than censuring and expelling, the bad actors.
