Lol. They'd be turned in very quickly for what you describe.
It isn't the 1960s.
Other states have had vote by mail for a generation now. Hasn't happened. Doesn't happen.

Compared to the messes that elections have become in many other states, I appreciate Galvin's early insistence that all towns and cities use paper ballots. He has never been involved in voter suppression efforts. But he also hasn't been much of a leader in trying to expand voter participation.
